A resolution appointing members to the Comprehensive Plan Focus Group Committees.
BACKGROUND:
Gould Evans Consultants is conducting our Comprehensive Plan Review and have

set the dates of April 10 and 11 for the public meetings of each of the eight Focus Groups. Each
group is comprised of a cross section of Salina Citizens, business owners, property owners, institutional
representatives, city leaders, activists and stakeholders. The Focus Groups will meet in round table
discussions with the planning consultants who glean information about the community from each of the
citizens involved. The input received through the focus group meetings will be used as content in the
Comprehensive Plan for the City of Salina. The Focus Groups are described as follows:
E D-Economic development will guide the future financial prosperity of the Salina and its residents. This

focus group will concentrateon the economy of the community in the future, including but not limited to development, jobs and
services, but how those things are provided to the community.
C-H people access Salina and areas within Salina is important to the future growth and development of

Salina. This focus groupwill concentrate on how people access Salina by highway and air. Movement throughout the
community by automobile, bicycle and pedestrians and transit will also be a topic of discussion.
N A H-Providing quality neighborhoods and housing to the residents of Salina will provide stability

within the community. This focus groupwill concentrate on the organization of neighborhoods and provision of housing to the
citizens of Salina.
P R–Parks within Salina are a source of pride for the community. What is necessary to maintain this pride

in the public open space and how will the parks system change as the city grows and develops? This focus group will
concentrate on the parks and recreation systems within the community now and the issues and goals for those systems. This
group will also focus on the future parks and recreation needs for the community.
D-Downtown is the center of the community, physically and perceptually. Will it be in the future? This focus group

will concentrate on the physical development/redevelopment of downtown in the context of Salina as a whole.
G D–How big will Salina be in the future and what will it look like? This focus group will concentrate

on the physical growth and form of development in the community including the services (utilities) to support development.
This group will also focus on infill development and redevelopment within the community.
C P-The community of Salina is defined by the people that live, work and play here. This will also be

Y-The future of the community relies on the youth of today. As such, it is important to include the youth of Salina in

their goals for the future of the community.

In keeping with the City’s Citizen Bo ards, Commissions & Committees Poli cy, interest from citizens
wishing to serve on Focus Groups has been solicited thr ough the request for and acceptance of
Expression of Interest forms. Great efforts were made in assisting the public with opportunities to learn
about the focus group with over one hundred personal letters being sent to citizens from the Planning
Office staff. The City Clerk placed the Expression of Interest information, with a link to the form, on our
city website and Gould Evans placed a link on their home page as well. Du ring the weeks of March

11 and the March 21 nearly five hundred (500) radio ads were placed on four radio stations
including: KSAL FM & AM, KBLS, and KSAJ and KSALLINK.COM also contained a link to our City
Website for the form. We continued our solicitation campaign by placing two reminder ads in the Salina
th st
Journal Thursday and Friday March 20 & 21.
We received sixteen Expression Of Interest forms the past two weeks and we ask you to appoint these
th
citizens to a focus group at your April 7 City Commission meeting. Wi th the addition of these
appointments, each Focus Group will consist of approximately eleven citizens from the community who
completed an Expression of Interest Form and return the form to the Cit y-County Building. The City
Commission is asked to re view the additional inte rested participants and re spond to the City Clerk
which will be forwarded to the Mayo r for his recommendation. This resolution will place interested
citizens into the Focus Group which best fit their area of interest.
FISCAL NOTE:
Financing for this project is completed through a special fund designated to complete the
Comprehensive Plan review and update and will have no significant consequences to the 2008 budget.
CONFORMANCE WITH THE STRATEGIC PLAN:
As previously noted, the Comprehensive Plan is rela ted to the vast majori ty of the City Vision
Statements and Strategic Plan Goals. Listed below are items that may be considered or discussed as
part of the Comprehensive Plan update in many of the Focus Groups:
Salina will be a city that is exciting to live in and thriving both economically and socially.
The city will be clean, attractive and inviting.
Salina will be a place with a quality of life that not only appeals to residents, but also to visitors.
The city of Salina will be attractive and well maintained. It will be ev ident that good
housekeeping and high community standards are valued.
Salina will be environm entally conscious, balancing the expe ctations of a growing community
with the necessity to preserve nature’s assets and our future quality of life.
The city of Salina will have master planned its assets in the Kenw ood/Oakdale Park area west to
the downtown business district in order to utilize them to their fullest potential. This will include
the development of a uniformly managed, core destination complex for both residents and
visitors. This complex will be surrounded by high quality, mixed-use development with an evident
connection to downtown that complements existing commercial and residential assets.

The City Commission of Salina will have committed to providing the highest quality City services
possible within available resources. The City Commission recognizes their role and responsibility
to provide the needed policy direction and resources to its administration. At the same time, the
City’s administrative personnel are committed daily to transforming this direction and resources
into the highest possible quality of municipal services, consistent with the expectations of both
the City Commission and the citizens of Salina.
Downtown Salina will be a thriving and vibrant plac e. It will include an artistic flair that
complements diverse and succe ssful business development, including: entertainment,
professional services, restaurants and retail development. In addition, the downtown will include
residential uses consistent with the desired, mixed-use activity.
Salina will be supportive of life-long learning through all forms of education, including elementary
and secondary education, higher education and vocational/technical training.
Salina will be a town that is re spectful of its heritage. Throughout Salina the adaptive re-use of
historic and architecturally significant buildings will be encouraged.
Salina will encourage and be suppor tive of industrial development, economic expansion, market-
driven tax base growth, and home grown entrepreneurialism.
Goal #1: The city will create a community of mixed-use, quality development and redevelopment.
Goal #3: The city will provide the highest quality of services, consistent with governing body direction,
available resources and staff commitment to quality.
Goal #4: The city will maintain growth and development policies that are updated to reflect current
conditions and desired growth direction.
Goal #5: The city will maintain a commitment to making downtown Salina a thriving and vibrant center
of the community.
Goal #6: The city will work to make Salina a city that has connectivity physically and socially.
COMMISSION ACTION:
Appointment of City committees is done at the discretion of the Mayor and City Commission. Pursuant
to City policy, copies of the Expression Of Interest forms that were received have been provided to each
City Commissioner responses were received by the City Clerk and forwarded to the Mayor.
Resolution Number 08-6508 will be provided at the meeting on Monday.
