falling in the early 2000's. A slight
recovery appears to be underway

economics and competition with

our position within the regional
economic structure has not changed
. This is not adjusted for legislative
changes to the tax base (exemptions).
In 1996, about 36% of retail sales
were taxable. By 2005, this had
declined to about 34%.
