Approval of a three year City right-of-way mowing contract.
BACKGROUND:
Although City employees perform a great deal of mowing in the right-of-way areas, we have learned
that by contracting out part of the mowing responsibilities, City staff can devote more time to a wider
variety of different types of jobs that develop over the mowing season. This year we are contracting
for 18 different locations. The annual cost of this contract is based on an estimated need for 13
mowings per year, April-October. Payments to the contractor will be for actual mowing performed.
In addition, for year two and year three of the agreement, the contractor would receive a 3% increase
to help them cover rising expenses associated with this contract.
On February 29, 2008, bids were opened for a three year mowing contract to cut grass along City
right-of-ways. The following were the results:

Ponton Construction, Inc., submitted the low bid for a three-year mowing contract of $2,995.00 per
mowing cycle. The annual amount for the contract for 2008 is es timated at $38,935.00. Ponton
Construction, Inc., has been the contractor for the previous three-year right-of-way mowing contract,
and has provided excellent service at a reasonable cost.
FISCAL NOTE:
Funds have been designated in the 2008 Street operating budget to cover the expenses for this year.
Staff will budget funds in the next two annual budgets to cover the cost for each year.

Goal 3: The City will provide the highest quality of services, consistent with governing body direction
available resources and staff commitment to quality.
COMMISSION ACTION:
Staff recommends that the City Commission approve Resolution No. 08-6470 awarding a three-year
mowing contract to Ponton Construction, Inc., in accordance with the terms of the agreement, subject
to City Commission authorization of funds in the 2009 and 2010 City budgets.
