In early January 1991, we received a letter from Richard Pankratz, Director of the Kansas Historic Preservation Department (enclosed), regarding our application. It appears that we meet all requirements for certification except the composition of the Heritage Commission. At least 40% or 3 of 7 members must be professionals in certain fields of work. Propo.sed Amendment In order to meet the above requirement, an amendment to Sec. 42-472 of the zoning ordinance governing the membership of the Heritage Commission is proposed. The amendment would meet the requirement of three qualified professionals while giving the City Commission some added flexibility in the various types of professionals eligible for appointment. On January 31, 1991, the Heritage Commission approved the proposed restructuring of the membership and on March 5, 1991, the Planning Commission approved the proposed amendment. Dudark' i have made a quick analysis of the Salina CLG application to ascertain whether the ordinance and the commission would appear to meet the requirements as established in the "Procedures for Implementation of the Certified Local Government Program in Kansas." My initial feeling is that the ordinance will meet the requirements. The concern I have is the actual composition of the commission. After reading the resumes and discussing them with you, I believe the comanission is at least one professional short of meeting the certification requirements as contained in section IV.B.3 on page 5 of the procedures. At least 40% of the commission members must be professionals, such as architect, architectural historian, archeologist, historian, planner, or landscape architect. Mr. Jordan meets the criteria as an architect and it was your feeling that Ms. Lilly's resume could be augmented to show us that she could meet the criteria. We discussed several possibilities regarding how the third professional could be obtained. We will wait to hear further from you before proceeding further with a formal review of the submission. I apologize for the tardiness of this review. The submission arrived while I was in the midst of a lengthy absence. When I returned other more pressing matters demanded attention so this review was delayed much longer than it should have been. We appreciate your interest in the CLG program and look forward to Salina joining the four other Kansas cities that have attained that certification.
