1991CDBG Community Improvement Program.
Background
On March 4, 1991, the City Commission set this date for the preliminary
public hearing on the 1991 Community Development Block Grant Program. The
City may submit one single-purpose grant application for up to $300,000 for
housing rehabilitation or infrastructure improvements targeted to low and
moderate income areas. The purpose of the preliminary hearing is to review
existing needs, available funding and potential projects.
Potential Pr.ojgct
As you know, the City has been conducting a housing rehabilitation program
since 1987. As of March 1, all available CDBG funding has been expended or
committed. While 51 homes have been fully rehabilitated and numerous other
minor repair projects have been completed, the number of eligible homeowners
remaining on the waiting list is in excess of 200. Significant deficiencies
continue to exist in the housing stock with the greatest concentration
occurring in older, low-income neighborhoods. Many homeowners simply do not
have the financial resources necessary to maintain safe and adequate
housing.
If a housing rehabilitation grant were submitted and approved, the following
activities, benefits and costs are anticipated:
Major Rehabilitation 20 @ $8,500 $170,000
Minor Rehabilitation 85 @ $1,000 85,000
Admin./Work Write-ups 10% / 5% 45,000
Total $300,000

Recommended Action
