Award contract for construction of two (2) spray grounds, Project No. 02-1349
Background:
The 2002 Capital Improvement Program includes $200,000 for the addition of spray grounds in
Hawthorne and Centennial Parks. Each spray ground will be 30 x 50 feet and consist of six spray
features. The City Commission earlier approved the purchase of the features to be installed under
this contract. Alternate #1 calls for colored concrete to be used in the 30X50 bowl.

The revised architect's base bid estimate, $188,032, includes higher construction and installation
costs than earlier proposed. However, this increase is offset by the savings realized by direct

This project is to be funded equally fÌ"om the general fund and special parks fund. The pump
buildings floors and foundations are included in the base bid while the buildings are the responsibility
ofthe city. A contingency is proposed to cover any unanticipated costs. A revised project budget of
$220,000 is recommended due to these changes with each fund being increased by $10,000. Staff is
recommending that we not consider the color concrete alternate at this time. This will allow us the
opportunity to review public input regarding the surface, with the ability to add deck coatings at a
later time.
Recommendation
Staff recommends the City Commission award the contract for the constuction of two (2) spray
grounds, project No. 02-1349 to Smoky Hill, LLC, Salina, in the amount of$156,609, and to amend
the CIP to include the revised project budget of $220,000 in the next 2002 CIP update.
