Whereas, a. ~lthy. democratic society is founded on engaged, infonned and included ~
citizenry; and
Whereas, the primary means ot ¡ntonnation delivery and exchange today is through the ~

electronic communications training, equipment, facilities and delivery systems;
~nd encourages civic dialogue and participation; and teaches electronic
literacy; and
~ Whereas, Community Access Television selVes the people of Salina by promoting ~
t.he ~emocratic principles of Free Speech for all people, regardless of their
hfe circumstances, political or religious beliefs, or their ability to pay;
. W Therefore be it resolved, that the City of Salina proclaims May 31 st, 2002 Free ~
Speech Day in honor of Community Access Television of
~ Salina and its contribution to the citizens of Salina. And, !he ~
