AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 8 AGENDA: DEPARTMENT OF PUBLIC WORKS ITEM NO. 2 BY: BY: Karlton Place Page 1 ITEM: Approval for additional construction services for the North Broadway Corridor Project, Project No. 03- 1409 (KDOT Project No. 85 U-2042-01). BACKGROUND: When design of this project start ed, It was determined that there we re two options available to the designers that would adequately fix the pavement issues in the North Broadway Corridor. These options were to completely replace the pavement, or mill, patch, and overlay the existing pavement. It was decided at the time that the most cost effective solution would be to mill, patch, and overlay the roadway surface. It is impossible to estimate t he amount of patching that will be required once the surface is milled, so an original amount of 1,170 square yards (approximately 5% of the total milled surface) was used. When the milling process began, the pavement below the milled surface was in a worse condition than expected, and the realization of additional patching was brought to our attention. A final quantity of the total patching required will not be available until the patching is complete, but it is estimated that there is an additional 744 square yards of pavement patching necessary to sufficiently repair the underlying pavement prior to the overlay. In a pavement repair such as this, it is expected t hat reflective cracking will appear in 2-4 years and will at some point be included in our pavement management plan, subject to funding availability. This option will produce a reliable product that follows standard City of Salina practices for asphalt maintenance. It should be noted that it is possible to finish the project without the additional patching as requested, but if that option is selected, we would expect a reduction in the lifespan of the pavement. FISCAL NOTE: Funding for this project is shared with KDOT. The project construction has a 90/10 split with KDOT, with a KDOT maximum of $800,000.00. This max for KDOT has been reached and therefore this additional work would be completely financed by the ci ty. If approved, the f unding will be allocated from 2007 special gas tax. The total estimated amount of funds needed for an additional 744 square yards of patching is $46,821. Alt hough KDOT technically has the fi nal authority on additional work and quantities, when their maximum funding allocation is reached, they look to the party responsible for funding the additional work to approve the change order. COMFORMANCE WITH STRATEGIC PLAN: Goal 3: The City will provide the highest quality of services, consistent with governing body direction, available resources and staff commitment to quality. RECOMMENDATION: It is recommended that the City Commission approve the additional construction services for the North Broadway Corridor Project in the amount of $46,821.
