Resolution Number 92-4474, providing for the rates, fees or charges for the
use of the water and sewerage system and services rendered by the combined
Water and Sewerage Department of the City of Salina, Kansas; and repealing
Resolution Number 90-4189 and Resolution Number 87-3915.
Part of the engineering services provided to the City in relation to the
improvements of the sewer system included a review of our current water and
sewer rates. The results of that review were presented to the City Commission
in two parts.
In its April 27th work session, the City Commission received Wilson and
Company's proposed sewer rates for each of the next five years. Due to the
uncertainty of the final amounts of EPA grants and construction costs, staff is
recommending considering only the July 1, 1992 rates for now. As you will
recali, Wilson and Company confirmed the !.30 per hundred cubic feet usage
commodity charge first approved on May 7, 1990. They also recommended
lowering the scheduled increase in the monthly minimum charge from $4.95 to
$4.00 for the first 200 cubic feet of usage. The following chart shows the
changes from the current rates to the currently recommended rates.

Outside city rates would continue to be double the minumum plus 25% additional
for all in excess of the minimum.
In its June 15th work session, the City Commission received Wilson and
Company's proposed water rates for each of the next five years. Resolution
92-4474 includes only the recommended 4.3% increase of January 1, 1993. The
last water rate increase was effective on January 1, 1989.

As you are aware, the City covenants in each revenue bond issue to set rates
at a level which will generate sufficient revenues to fund the operations of
the water and sewerage system. These rates should allow the City to meet its
obligations as set forth in the bond covenants.
Recommended Action
Adopt Resolution Number 92-4474.
