Approval of Water Distribution Telemetry System, Project no. 91-820, and
set date to receive bids.

This project involves the installation of a telemetry system to monitor 15
water wells, 7 water towers, and 2 pump stations. The system will also
provide for the monitoring of future facilities (Markley tower, new pump
station, etc.).
We currently monitor the water levels of the towers and are able to
start/stop the wells by utilizing telephone devices. This system is
obsolete and costly to maintain. The new telemetry system will utilize
radio transmitters and receivers to monitor the towers, wells, and pumping
stations.
Tower monitoring shall include:
(a) Water level elevation
(b) Alarms for high/low levels
(c) Intrusion alarm
(d) Power failure alarm
(e) Electric valve operation
Water well monitoring shall include'
(a) Water level elevation
(b) Flow rate, gpm
(c) Total gallons pumped per year
(d) Intrusion alarm
(e) Power failure alarm

In addition to the radio controls, this project .will also include the
installation of a water meter at each well location. State regulatory
agencies require the installation of a meter at each well to accurately
record the volume of raw water withdrawn from each well.
This system was included in the scope of work for the expansion and
renovation of the water treatment plant. As you may recall, the water
treatment plant project has been postponed until the issue of a future
water supply source has been resolved. Our existing telemetry system is
obsolete and is capable of performing only limited functions. We believe
the installation of this modern telemetry system will allow the water
distribution division to effectively monitor the operation of our towers,
wells, and pumping stations.
Recommendation
It is recommended the City Commission set Tuesday, April 21, 1992, as the
date to receive bids for the Water Distribution Telemetry System, Project
No. 91-820. Reserve funds in the water account will be utilized to finance
this project.
