BACKGROUND: Three railroad crossing improvement projects have been schedule within the 2007 CIP program which includes the lo cations of Broadway & Dover Dr ive, West Magnolia Road, and Wayne & Fourth Street. Thes e improvements will r eplace two wooden plank crossings and one rubber crossing with concrete panel crossings, along with new asphalt approaches at each location. The improvements will provide a smoother crossing for traffic by replacing existing crossings that have deteriorated and have misaligned pl anks and/or rubber sections with new higher quality concrete crossing panels. Union Pacific Railroad has agreed to a cost sharing plan and has proposed the following spilt which is standard and customary for replacement projects on non-mainline sections of track. Also, Saline County has agreed to participate with the cost sharing for the West Magnolia Road project. Although this location is just outside the city limits by about 50 feet, it is traveled by approximately +3,500 vehicles per day (KDOT 24 hour traffic count). The actual cost will be based on exact expense. Estimated costs are for all projects is as follows: West Magnolia Road Railroad Track Improvement Project $58,761 Estimated Cost: Split: UP Railroad $17,628.30 (30%); City $20,566.35 (35%); Saline County $20,566.35 (35%) Broadway and Dover Drive Railroad Track Improvement Project $79,300 Estimated Cost: Split: UP Railroad $27,755 (35%); City $51,545 (65%) Wayne and Fourth Street Railroad Track Improvement Project $56,068 Estimated Cost: Split: UP Railroad $19,623.80 (35%); City $36,444.20 (65%) FISCAL NOTE: Sufficient funds are budgeted in the 2007 CIP budget for these three proposed replacement projects. CONFORMANCE WITH THE STRATEGIC PLAN: Goal 3: The City will provide the highest quality of services, consistent with governing body direction available resources and staff commitment to quality. COMMISSION ACTION: Staff recommends the approval and au thorization to sign contracts with Union Pacific Railroad for the proposed 2007 Railroad Crossing Improvements, Project No. 07-2646 as presented.
