Set the date to receive bids for the sale of surplus City property- Stimmel Cottage
The City Commission declared the Stimmel Cottage surplus property on June 22, 1992. Following this action, property
owners in the area, historical and museum groups, as well as the general public, were notified of the availability of this
property for use as storage facility or removal from site. After a 90-day period, only one proposal was received, that being
to refurbish the cottage on site for use as a residence. Use of the building for this purpose provided another viable option
but several zoning issues needed to be addressed prior to use as a residence.
At this time annexation and the final plat have been approved. Second reading for the PDD zoning is set for November
8. The final plat divides the 3.0 acre tract into two lots with lot 1 approximately 2.66 acres containing the existing park
storage building and community gardens. Lot 2 is 105'x141', 14,812 sq. ft., and contains the cottage.
During the rezoning process, the Planning Commission recommended that certain conditions be placed on the application.
These include: installing a separate water service line to serve lot 2; and sanitary sewer service for lot 2 by installing a
private sewer line with connection to a City sewer main. In addition to the water and sewer requirement, staff feels certain
exterior repairs should be completed to bring the building up to minimum building standards. The needed repairs identified
are:
1. repair and replace facia
2. repair and replace siding
3. repair windows and glazing
4. remove rear porch
5. repair roof over rear of building
It is recommended the successful bidder be required to complete above repairs within 120 days of signing contract. To
insure completion, a security in the form of certified check, performance bond, letter of credit, or escrow account in the
amount of $2,500 would need to be submitted prior to signing of sale contract.
RECOMMENDATION:
Set the date of December 7 at 10:00 a.m. to receive bids for the sale of lot 2 of the Stimmel property with the above listed
conditions and repairs as requirements.

NOTICE OF SALE OF PROPERTY
IN THE STIMMEL SCHOOL ADDITION TO THE CITY OF SALINA, KANSAS
Sealed bids addressed to the City of Salina, Kansas, and endorsed "Bid on
Stimmel Property," will be received in Suite 206 of the City-County Building, 300
West Ash Street, Salina, Kansas, by Jacqueline Shiever, City Clerk of the City of
Salina, I<~nsas, up to 10:00 a.m. Central Standard Time on Tuesday, December
7, 1993, at which time the bids will be publicly opened and read aloud in Room
200. Bids received later than this hour and date will be returned unopened.
The City will sell Lot 2, Block 1, Stimmel School Addition to the City of Salina,
Saline County, Kansas. Please contact the City Clerk's office for legal descrip-
tions, a map and the official bid form.
The Board of Commissioners reserves the right to reject any or oil bids with or
without cause and to waive any irregularities therein, or technicalities under the
specification.

submits this proposal to the City of S_al!na, Kansas, (hereinafter called the "CITY."
In compliance with your advertisement for Bids, the Bidder hereby proposes to
purchase the advertised Stimmel School Property for:
Date of closing shall be mutually agreed upon by the Bidder and the City but not
more than 30 days after award of bid. At the time of closing, security in the
amount of $2,500 will be presented to the City for identified exterior repairs.
In submitting this bid, it is understood that the Board of Commissioners reserves
the right to reject any and all bids and to waive any irregularities and technicali-
ties.
