AGENDA: 6 Water and Wastewater ITEM:No. 2 Item Approval of the Water Treatment Plant Chlorination Facility Project No. 93-879 and setting the date to receive bids. Background This project involves the construction of a new facility at the Water Treatment Plant for the safe storage of chlorine cylinders and the dispensing of the chlorine gas. This facility, consisting of approximately 2,200 S.F., will provide space for the storage of one ton steel chlorine cylinders, a chlorine scrubber unit, chlorination equipment, and mechanical/electrical components. The Uniform Fire Code requires certain modifications to our chlorine handling facilities at the Water Treatment Plant. Chlorine is classified as toxic material and the current method of storage and usage at the plant does not provide for adequate safeguards in the event of a major chlorine leak. The location of the Water Treatment Plant in relation to the hospitals, commercial areas, and residential neighborhoods, parks, etc. makes this potential hazard even more critical. The Code basically requires all chlorine cylinders be stored in an enclosed area that utilizes a chlorine scrubber system to neutralize any leakage/spill with a caustic soda solution and then release the resulting inert gases to the atmosphere. Plans and specifications were developed by Wilson & Co., Salina, Kansas. This project will be funded by the utilization of cash reserves in the Water and Wastewater Department account. Recommendation It is recommended the City Commission authorize the Water Treatment Plant Chlorination Facility Project No. 93-879, and set Tuesday, November 9, 1993 as the date to receive bids.
