Re: Eastgate Drainage Preliminary Engineering Dear Mr. Hoff: It is a pleasure to have the opportunity to submit our proposal for the referenced services. This letter is written as the basis for an understanding relative to the project and to outline our proposed scope of work and associated engineering fees. $oope of Work In order to provide for proper drainage to the Eastgate area and to make full use of the existing storm drainage facilities, it will be necessary to complete a field survey and preliminary engineering to investigate various possible solutions. Specific aspects of this process will include: Phase L PreliminaryDesi~ A. Determine project details and design standards 1. Survey a. Full topos with cross sections from north Eastgate to dike b. Field verify elevation through Eastgate ditch c. Field verify pond elevations 2. Drainage Investigation a. Existing ditch slopes b. Connection to existing holding pond c. Existing drainage patterns d. Additional pond sizing e. Additional ponds B.Complete preliminary plans and specifications 1. Drainage 2. Preliminary estimate of construction costs C. Submit preliminary design documents for administrative review and approval Phase IL Final Desigz~ A. Prepare final plans and specifications B. Finalize construction cost estimates C. Develop project bid documents As part of the service contract, five copies of the preliminary drawings and associated documents will be provided for review purposes. Final Phase I materials to be delivered at the co~,c~usion of the project will include any information, drawings, or other items assembled during the course of the project. Earles & Riggs can initiate work on the project within two weeks of official notice-to-proceed. The proposal presented herein is oriented toward an overall project time allowance of up to 45 days, exclusive of any unusual delays for reviews or other administrative reasons. Fee Proposal. (see attached sheet for wst breakdown) Based on the scope of professional services des~-ibed above, the overall Phase I project cost is made on the basis of the consultant's actual cost plus a net fee amount of $437.00. Actual costs will be based on hourly rates of $48.00 per hour for professional time and $25.00 per hour for technician time. The upper limit of compensation for work detailed in Phase I shall be $3,868.00. The engineering design portion of the project has been estimated from the stated scope of work. Considerable variation in the lump sum cost is available as the extent of project participation changes. Accordingly, if selected as CONSULTANT for this project, Earles & Riggs will work closely with the City to define an exact scope of work with the object of negotiating the most economical approach. In this context, the firm is entirely flexible with regard to contract format, and will be willing to negotiate a lump sum fee, or an hourly rate with a guaranteed top, or a combination of the two, whichever will be the most advantageous, all things considered. ff you have any questions or if we can be of further assistance, please call.
