Award of contract for the 1993 Latex Modified Slurry Seal, Project No. 93-875.
Background
This project is a major component of the 1993 Street Improvement Program.
"Latex Modified Slurry Seal," also referred to as "Micro-Surfacing," is an
accepted method of pavement surface treatment which prolongs the serviceability
of asphalt streets by creating a moisture-resistant barrier. This process has
been successfully used in Salina for more than ten years. Combined with proper
joint and crack sealing, the slurry seal program extends the service life of
most asphalt pavements by more than five years at a very minimal cost. Also
included in this project are the two large parking lots at the Bicentennial
Center.
A list and map of the streets included in this year's program is attached. The
slurry seal program will directly follow the joint and crack sealing program on
most of the same streets. Approximately 15 lane miles of pavement will be
treated with this project.
Bids were received for this project on Tuesday, May 4, 1993, as follow:

The Engineer's estimate for the project is $296,550.
The 1993 budget allocates $540,000 in special gas tax funds for the 1993 street
improvement program and the BiCenter work will be paid for with transient guest
tax funds. In addition to the slurry seal project, other contract maintenance
in 1993 will include crack sealing, asphalt overlays, and railroad crossing
repair on Santa Fe.
Recommendation
It is recommended that the City Commission award the contract for the Latex
Modified Slurry Seal Project No. 93-875, to Ballou Construction Co., Inc., in
the amount of $288,525.
