83-3641 Designate Enterprise Zone1 1 1 A RESOLUTION REQUESTING THAT AN AREA IN THE CITY OF SALINA BE DESIGNATED AS AN ENTERPRISE ZONE AS AUTHORIZED BY K.S.A. 12-17,109. WHEREAS, the following described area lies within the corporate limits of the City of Salina, Kansas: Beginning at the intersection of the centerlines of North Ninth and West Ash Streets (Point of Beginning); thence southerly along the centerline of North Ninth Street and continuing along the centerline of South Ninth Street to its intersection with the centerline of West Prescott Avenue; thence easterly along the centerline of West Prescott Avenue and continuing easterly along the centerline of East Prescott Avenue to its intersection with the centerline of South Fourth Street; thence northerly along the centerline of South Fourth Street to its intersection with the centerline of East Mulberry Street; thence easterly along the centerline of East Mulberry Street to its intersection with the old Smoky Hill River channel; thence continuing in an easterly and northerly direction along the centerline of an unnamed park drive in Oakdale Park to its intersection with the centerline of Oakdale Drive; thence northerly along the centerline of Oakdale Drive to its intersection with the centerline of South Front Street; thence northerly along the centerline of South Front Street and continuing along the centerline of North Front Street to its intersection with the centerline of Forest Avenue; thence westerly along the centerline of Forest Avenue to its intersection with the centerline of North Fifth Street; thence southerly along the centerline of North Fifth Street to its intersection with the centerline of East Grand Avenue; thence westerly along the centerline of East Grand Avenue and continuing along the centerline of West Grand Avenue to the centerline of the old channel of Dry Creek; thence southerly and southwesterly along the centerline of the old channel of Dry Creek to the south right-of-way line of the Atchison, Topeka and Santa Fe (ATSF) Railway; thence westerly along the south right-of=way line of the ATSF Railway to the south right-of-way line of the Union Pacific Railroad (UPRR); thence southwesterly along the south right-of-way line of the UPRR to the west line of Section Eleven (11)., Township Fourteen (14) South, Range Three (3) West of the Sixth Principal Meridian; thence southerly along said west line to the south line of said Section Eleven (11); thence southerly along the east line of Section Fifteen (15), Township Fourteen (14) South, Range Three (3) West to the northeast corner of the Southeast Quarter (SE4) of said Section Fifteen (15); thence westerly along the north line of the Southeast Quarter (SE4) of said Section Fifteen (15) to the west li.ne of said southeast quarter; thence southerly along the west line of said southeast quarter a distance of approximately one thousand six hundred seventy feet (1,670') to the east right-of-way line of Interstate Highway Number One Hundred Thirty-five (I-135); thence southeasterly along the east right-of-way line of said Highway I-135 a distance of approximately one thousand ninety feet (1,090') to the centerline of West Crawford Street; thence easterly along West Crawford Street to its intersection with the centerline of the Missouri Pacific Railroad; thence northerly along the centerline of the Missouri Pacific Railroad to its intersection with the centerline of Spruce Street; thence easterly along the centerline of Spruce Street to its intersection with the centerline of South Phillips Street; thence northerly along the centerline of South Phillips Street and continuing along the centerline of North Phillips Street to its intersection with the centerline of West Ash Street; thence easterly along the centerline of West Ash Street to the Point of Beginning; and WHEREAS, the area has a population of 4,594 which is 11.0% of the population of the City of Salina as enumerated in the 1980 U.S. Census; and 1 WHEREAS, the boundary of the area is continuous and encompasses 10.6% of the area of the City of Salina; and WHEREAS, the unemployment rate for the area is greater than lZ times the average state rate of unemployment for the comparable time period; and WHEREAS, the Board of Commissioners of the City of Salina, Kansas finds that there is substantial deterioration, abandonment or demolition of commercial and residential structures in the area; and WHEREAS, the Board of Commissioners of the City of Salina, Kansas has considered the eligibility requirements and certifies the correctness of the supporting evidence; and WHEREAS, the legal counsel has provided a written opinion of conformance to the law for designation as an enterprise zone; SO NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. That the previously herein described area meets the requirements for designation as an enterprise zone. Section.2. That the Secretary of the Kansas Department of Economic Development is hereby requested to approve this area as an authorized enterprise zone consistent with K.S.A. 12-17,109. Section 3. That this resolution shall be in full force and effect from and after its adoption.
