RESOLUTION NUMBER 31-3564
A RESOLUTION AUTHORIZING AND APPROVING THE FORMS OF CERTAIN DOCUMENTS
AND AGREEMENTS TO BE EXECUTED AND DELIVERED FOR AND ON BEHALF OF THE CITY OF
SALINA IN CONNECTION WITH IMPLEMENTATION JOINTLY AND IN COOPERATION WITH SEWARD
COUNTY, KANSAS, OF A SINGLE FAMILY MORTGAGE LOAN PROGRAM AND ISSUANCE OF SEWARD
COUNTY, KANSAS AND CITY OF SALINA, KANSAS SINGLE FAMILY MORTGAGE REVENUE BONDS
(MULTIPLE ORIGINATORS AND SERVICERS) 1981 SERIES A, IN THE AGGREGATE PRINCIPAL
AMOUNT OF $60,000,000.
WHEREAS, the Governing Body of. the City of Salina, Kansas, jointly and
in cooperation with the Board of County Commissioners of Seward County have
formulated a Single Family Mortgage Loan Program (the "Program") to assist
persons and families of moderate income to acquire safe, decent and sanitary
housing within their financial means; and
WHEREAS, implementation of said Program is to be financed through the
issuance of "Seward County, Kansas and City of Salina, Kansas Single Family
Mortgage Revenue Bonds (Multiple Originators and Servicers) 1981 Series A,"
dated as of October 1, 1981 in the aggregate principal amount of $60,000,000
(the "Bonds",) the issuance of which Bonds is authorized by the ordinance (the
"Bonds Ordinance") duly adopted the date of this Resolution; and
WHEREAS, the Governing Body deems and declares it necessary to approve
the forms of cer_ta]-n: documents and agreements to be executed and delivered by
and on behalf -of the City in connection with implementation of the Program and
issuance of the Bonds.
NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the City of
Salina, Kansas, that:
Section 1. The forms of the following documents and agreements are
hereby authorized and approved i,n substantially the form as submitted, however,
reserving unto the City the right to make such changes as may be necessary after
further review of the documents.

Exhibit B - Origination and Service Agreement, dated
as of October 1, 1981
Exhibit C - Issuers Cooperation Agreement, dated as of
October 1, 1981
Exhibit D - Interlocal Cooperation Agreement, dated
as of October 1, 1981
Exhibit E - Investment Agreement, dated as of
October 1, 1981
Exhibit F - Reimbursement Agreement, dated as of
October 1, 1981
Exhibit G - Contract of Purchase, dated September 29, 1981
Exhibit H - Final Official Statement, dated
September 29, 1981
Exhibit I - Preliminary Official Statement, dated
September 17, 1981

Section 2. The Mayor and Vice Mayor, or either of them and the City
Clerk are hereby authorized to execute each of the aforementioned documents and
agreements other than the Preliminary Official Statement as provided in the Bond
Ordinance for and on behalf of the City in substantially the forms set forth in
said Exhibits A through I, inclusive, with such changes or amendments thereto as
the Mayor or Vice Mayor shall approve, which approval shall be conclusively
evidenced by the execution thereof.
Section 3. This Resolution shall take effect and be in force from and
after its passage and approval.
Adopted by the Board of Commissioners and signed by the Mayor this
28th day of September, 1981.
