Temporary closure of South Fifth Street between Center Street and South Street to accommodate private and
public building improvement projects.
BACKGROUND
A request has been received from Mr. Jack Hinnenkamp on behalf of the Salina Regional Health Center for
the temporary closure of a section of South Fifth Street between Center Street and South Street. The purpose
of the closure would be to allow the staging of equipment and materials for the upcoming parking garage
project which will be located directly south of the Salina Surgical Center. Due to the complexity and scale
of the parking garage project, the contractor, Busboom and Rauh of Salina, has determined that insufficient
space exists on the parking garage site or adjacent properties to properly and safely complete the project. The
proposed closure will not restrict access to any privately-owned driveways. Any cost associated with the
closure (signs, barricades, street repair, etc.) shall be bome by SRHC or the contractor. The schedule of this
temporary closure is estimated to be from May 29, 2000 to approximately December 1, 2000. Sketches of
the proposed street closure and the parking garage project are attached for your review.
This type of temporary street closure at this location was authorized by the City Commission on October 12,
1998 for the Water Treatment Plant Project. The temporary closure began October 19, 1998 and concluded
on June 1, 1999. There were no significant problems identified by city staff during that temporary closure.
Ironically, the next phase of the Water Plant improvements is scheduled for Spring, 2001. Therefore, soon
after the SRHC temporary closure of Fifth Street ends, the City Utility Department may be requesting another
temporary closure for that project. In an effort to simplify the process of temporary closure of this section
of South Fifth Street, it is proposed that the City Commission authorize the City Manager to approve or deny
any such requests,
The Development Review Team has thoroughly reviewed this request including meetings with the owner and
contractor. The recommendation is for approval of the temporary closure as requested. This section of South
Fifth Street carries approximately 3,000 vehicles per day under normal circumstances. Other convenient
routes of travel are available on Santa Fe Avenue, Prescott Avenue and South Street. In fact, a new traffic
signal system will be installed at Santa Fe Avenue and South Street in the very near future which will
enhance traffic efficiency and reduce delays at that location.
RECOMMENDATION
It is recommended that the City Commission authorize the City Manager to approve temporary closures of
South Fifth Street between Center Street and South Street for the Salina Regional Health Center parking
garage project and the future Water Plant project. The City Manager shall assure the length of time, safety
and public notification processes are appropriate and meet the public interest.
