Application #A00-1, filed by USD No. 305, requesting annexation of the former Parsons
School site, a 1.51 acre tract located at the southwest corner of Country Club Road and
Holmes Road.
Information
USD No. 305 is requesting annexation of the former Parsons School building and
surrounding site in order to receive full municipal services. The school district is proposing
to utilize this facility for administrative office space during the school construction project.
The property it is not currently served by City water and annexation would allow water service
to be extended to the site.
This tract was not included in the Holiday Resort plat and was not included in the annexation
of the Holiday Resort Addition which occurred in 1993. It is contiguous to the existing city
limits and may be voluntarily annexed at the owner's request.
It has been the City's policy that when a tract of land abuts an unimproved County roadway
(in this case Holmes Road) to ask the landowner to give their consent to the creation of a
future benefit district for upgrading that road. This is usually done through a covenant
agreeing not to protest such a benefit district which is signed and recorded at the time of
platting or annexation. This policy was communicated to the school district prior to receipt
of their application and a sample covenant was forwarded to them.
Recommended Action
Approve the attached annexation ordinance on first reading. Second reading would be held
in abeyance until receipt of the above noted covenant agreeing not to protest the creation
of a future benefit district.
