Consider 1993 CDBG Community Improvement Program.
Background
The Kansas Department of Commerce and Housing has announced the
availability of funding for community improvements under the 1993
Community Development Block Grant (CDBG) program. Cities and
counties may apply for up to $400,000 for a single-purpose
project. The types of public improvements eligible for funding
include streets, bridges, water and sewer lines, storm drainage,
community centers and handicapped accessibility. Proposed
projects must principally benefit low and moderate income persons.
Grants will be awarded on a competitive basis according to
community need and effort, project need and impact and benefit to
low and moderate income persons. Although no local match is
required, non-CDBG leverage will be considered in grant scoring.
Grant funds may be used for engineering and administration as
well as construction.
During recent weeks, staff has been discussing community
improvement needs with a group of concerned citizens from north
Salina. A number of possible public improvement projects have
been identified. It appears that the most appropriate project
for CDBG funding would be the paving of substandard dirt streets
in various north Salina neighborhoods. The grant could be used
to pay all construction costs without the need for special
assessments as long as the population of the area benefitted is
51 percent or more low and moderate income.
The application deadline is April 9, 1993. In order to make
application, two public hearings are required. The first hearing
is to explain available funding, review existing needs and

discuss potential projects. The second hearing is to receive
comments on a proposed project. See attached schedule for
applicable hearing dates.
Recommended Action
If the City Commission wishes to apply for 1993 CDBG funding, a
motion should be passed setting the required hearing dates and
directing staff to present a potential project.
