(b) First reading Ordinance No. 07-10388 amending Chapter 8, Arti cle I, Division 3 by adding Section 8-78.5 to amend Section 408.2 of the 2003 Uniform Plumbing Code (UPC) pertaining to the requirements for finish installation of certain plumbing fixtures. BACKGROUND: The recent changes to our local requirements for licensing contractors have created a need to revise the Board membership eligibilit y requirements in order to be c onsistent with the new licensing requirements. The Board has discussed the me rits of several different changes and has recommended the changes as highlighted in the language that we hav e provided, below, for your review. The recommendation to provide for either an architect or engineer rather than the current provision for only an architect is intended to increase the pool of design professionals that would be eligible to volunteer for service on the Board. The Board also felt that it was appropriate to delete the references to structural and mechanical engineers to provide for a broader spectrum on licensed individuals who, for example, might specialize in electrical or civil engineering. Sec. 8-163. Membership. The board shall consist of eleven (11) members, including one (1) of each of the following: (1) Licensed architect or engineer. (2) Licensed structural architect or engineer. (3) Realtor. (4) Plumbing contractor. (5) Master or journeyman plumber. (6) Electrical contractor. (7) Master or journeyman electrician. (8)Licensed mechanical engineer Master or journeyman mechanic. (9) Heating and air-conditioning contractor. (10)Home Class B or C building contractor. (11)Commercial Class A or B building contractor. For the purposes of this section, a contractor’s membership on the Board may be held by an owner of the contracting business or by the owner’s designated representative. Such designee shall be employed by the contracting business and shall either be a li censed master or journeyman or in the case of building contractors, shall be the contractor’s designated qualified individual. In other recent action, the Board considered an appeal sponsored in part by the Salina Homebuilders Association to modify a plumbing code requirement related to the final installation of certain plumbing fixtures. After careful deliber ation and considering of severa l different options, the Board recommended the amendment that we have provided for your review. Where a fixture comes in contact with the wall or floor, the joint between the fixture and the wall or floor shall be made watertight. Exception: Bases of water closets installed in buildings governed by the International Residential Code need not be sealed to the floor.
