BACKGROUND: On June 13, 2005, the City Commission authorized staff to proceed with Phase 1 of the Salina Soccer Complex – East Magnolia Road Pr oject. In the interest of time, the project has been designed and built in phases (and sub-phase s). Phase I improvements (ear thwork/irrigation/seeding) were completed in October 2005. Ph ase IIA improvements (Magnolia Road modifications, access road, parking lot, water and sewer) were completed on September 15, 2006. The complex was opened for play on September 16, 2006 with very positive reviews, which met the original goal for the project. The final phase of the project, Phase IIB involves construction of a restroom/concession facility. The original bids for the Phase IIB improvements were received on Tuesday, May 16, 2006 from two qualified contractors. The City Commission rejected those bids due to the high cost of the project. The project architect then worked with city staff and Salina Soccer Club officials to redesign the building with cost-saving measures in mind. A num ber of building features including HVAC, roofing and restroom fixtures were changed or deleted to reduce costs. The size of the building remained the same at approximately 1,800 square feet. Bids were again received for the Phase IIB improvements on Tuesday, September 26, 2006 from one contractor. Due to the high bid, the Commission again rejected and authorized staff to rebid the restroom/concession for a third time. On November 27, 2006, a contract was awarded to Ponton Construction, Salina for $250,730. Two administrative change orders totaling $1,634.50 were added which included adding a grease interceptor, deleting one water meter, and adding to partition walls. Total contract amount is $252,364.50. The deletions specified in the rebid did not remove the fixture hangers, or interior water and sewer lines, just the masonry partition walls, toilet fixtures, and flush valves. Mounting brackets, protruding through the walls, were installed as part of the contract. It is staff’s belief, due to the increased growth of the soccer programs and subsequent use of the facility and to reduce potential vandalism with the unfinished re stroom areas, the restrooms should be completed as originally planned.This includes (4) masonry partition walls, four (4) women’s toilets, and two (2) men’s toilets, urinal, and lavatory. Cost of this change order is $9,375. FISCAL NOTE: The financing for the Salina Soccer Complex is a public-private venture. The Salina Soccer Club has committed $750,000 for the facility. The City Commission previously aut horized an amount of $1,088,000 in sales tax funds toward the capital im provements for the facility. A local philanthropic foundation has granted additional funds for this phase of the project in the am ount of $120,000.00. The Salina Soccer Club has one outstanding pledge of $10,000 from a local business. Total revenue including City, Soccer Club, Foundation, and pledge is $1,968,000. CONFORMANCE WITH THE STRATEGIC PLAN: Goal 3: The City will provide the highest quality of services, consistent with governing body direction, available resources and staff commitment to quality. COMMISSION ACTION: It is recommended the City Commission approve Change Order No. 3 for the Salina Soccer Complex, Phase IIB Project No. 03-1339, to Ponton Construction, Salina in the amount of $9,375.
