1. Minutes 12-18-2006 CITY AND COUNTY JOINT QUARTERLY MEETING MONDAY, DECEMBER 18, 2006 City-County Building, Room 107B 1:30 to 3:00 p.m. (Hosted by the County) Vice-Chairman Craig Stephenson called the meeting to order. Members Present: Saline County Commissioners Barragree, Stephenson; Mayor Marrs, City Commissioners Divine, Jilka, Perney and Vanier Staff Present: County Administrator Rita Deister, County Clerk Don Merriman, County Human Resources Director Marilyn Leamer, City Engineer Shawn O’Leary; City Manager Jason Gage, Deputy City Manager Mike Schrage, and City Director of Finance and Administration Rod Franz. Member absent: Commissioner Mike White 1. Health Insurance: Mr. Bob Charlesworth of Overland Park, Kansas, presented a summary and comparison of City and County health insurance plans and a sample of how the plan would look if the two plans were combined. He determined that there would be no monetary savings by combining the plans. By combining employee totals for the City, County and the three local school districts (305, 306, 307), total employees are as follows (1035) and family members (832) totaling 1,867 with 116 retirees and 54 retiree families. 2. Interlocal Agreements: Deputy City Manager Mike Schrage discussed the list of 42 interlocal agreements. The Kenwood Park agreement between the City and county has a termination date of March, 2009. The agreements that could be terminated are (1) IBM System Programmer; (2) Earned Reparations Agreement; (3) Lead Based Paint Assessment; (4) “Book ing Area” at the Sheriff’s Office and Jail. Mike worked with Rita Deister, County Administrator, to possibly codify the agreements into one document. 3. City-County Consolidation Task Force: Commissioner Perney suggested a review of the remaining Interl ocal Agreements. Mayor Marrs suggested an adoption of a combined City-County Comprehensive Plan. Commission Barragree indicated that the Public needed to be educated in City and County differences and wanted to consider using Public Service Announcements to help in that education endeavor. Vice-Chair Stephenson asked if citizens would want functional or structural consolidation. Other topics suggested were Planning and Zoning review and Engineering and Public Works. 4.
