License Agreement to allow placement of a private sanitary sewer
pipeline in the public right-of-way.
Background
The attached license agreement has been developed at the request of
Dale and Terri Mattison. The purpose of the agreement is to allow
the installation of a private sanitary sewer pipeline along Fifth
Street and Stimmel Road to serve Lot 2, Block 1, Stia~.el School
Addition.
The Mattison's purchased this property from the City in December,
1993 and have proceeded to rehabilitate the structure to a single
family home for personal use. The sales contract included a
condition that the Mattison's would connect the sewer plumbing to
the public sanitary sewer system.
This type of license agreement is required for any non-franchise
utility located in the public right-of-way. The agreement provides
a mechanism for utility record keeping which in turn provides some
degree of damage control for the system.
RECOMMENDATION
It is recommended that the City Commission apprOve the license
agreement with Dale and Terri Mattison.
