AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 8 AGENDA: PUBLIC WORKS DEPARTMENT ITEM NO. 4 BY: BY: Michael Fraser Page 1 ITEM: Extension of the 2006-07 annual landfill professional engineering services contract with Camp Dresser and McKee, Inc. (CDM) to provide additional time for two of the eight Contract Tasks to be completed. BACKGROUND: In order to comply with the numerous EPA and KDHE regulations pertaining to the operation of the Salina Municipal Solid Waste Landfill Facility, we are required to perform certain engineering services each year. In the past, the City of Salina has contracted out many of these landfill engineering services to a consulting engineering firm with solid waste experience. Although all Tasks are normally completed by the end of the contract period, occasionally, due to unforeseen circumstances, a contract will need to be extended to complete all required Tasks. Two Tasks Amendments under the 2006-07 annual engineering services contract with CDM fall into this category and have yet to be completed. By extending the current contract to September 30, 2007 adequate time would be available for the completion of both Tasks. The first is Task 7 Solid Waste Composting Consulting. Work is about finis hed on the feasibility section of the report. A planned Study Session in April will provide several options for the City to consider. After direction from the City Commission, the rest of the report can be completed. At this time $0 have been expended from the $36,500 Task. An extension for Task 8 Supplemental Groundwater Investigation is also required. Due to weather delays and subcontractor availability, this Ta sk has not yet been completed. Once the data gathering has been compiled, a report on the findings will be presented to the City Commission. At this time $0 have been expended for the $36,500 Task. FISCAL NOTE: No additional funds will be required to complete these two Tasks beyond the amounts approved in this year’s contract. Sufficient funds are ava ilable within the 2007 Solid Waste budget to pay for these expenses. CONFORMANCE WITH THE STRATEGIC PLAN: Goal 3: The City will provide the highest quality of services, consistent with governing body direction available resources and staff commitment to quality. RECOMMENDATION: Staff recommends that the City Commission appr ove the attached agreement authorizing the extension of the 2006-07 annual landfill services contract with CDM in order to complete Task 7 and Task 8.
