Authorizing a Farm Lease Agreement for the Magnolia Soccer Complex land.
BACKGROUND:
The City of Salina and Salina Soccer Club, working together, acquired approximately 65 acres of land
south of Magnolia Road for construction of the soccer complex. As part of the grading work for the
fields and parking facilities, an additional three fields and an area for a sod farm were graded for a
future phase 2. This second phase has been seeded with brome to control erosion. Approximately 10
acres remains at the very south end of the complex that was not part of the initial work.
Inquiry was made by several area land owners and tenants about farming the remaining ground. Staff
sent out invitations for proposals to adjacent land owners and tenants for a cash lease for farming
rights on the 10 acres. Farming this ground will help prevent erosion and blowing dust, and provide a
modest revenue source for the City of Salina.
One proposal was received from Gary and David Olson. The Olson’s propose to pay Forty ($40)
dollars per acre per year for this right. The agreement would be in effect for one year beginning April
1 and shall self renew annually unless written notice of termination is given by either party at least
sixty (60) prior to lease expiration.
FISCAL NOTE:
Anticipated revenue of Four Hundred ($400) will be received from the Lessee annually.
CONFORMANCE WITH THE STRATEGIC PLAN:
Goal 3: The City will provide the highest quality of services, consistent with governing body direction
available resources and staff commitment to quality.
COMMISSION ACTION:
It is staff’s recommendation the City Commission approve Resolution No. 07-6378 authorizing a Farm
Lease Agreement with Gary and David Olson for rights to farm approximately 10 acres on City owned
land south of the soccer complex located on Magnolia Road.
