BACKGROUND: The original Schilling Subdivision plat was prepared by the federal government in 1966 just prior to the government turning the Schilling Air Force Base over to the City. The plat drawing did not contain all the elements or information required on plats under the City’s current Subdivision Regulations but it has served as the only base map for the area since that time. In 1998, as part of its plan for a comprehensive upgrade of the infrastructure in the Airport Industrial Center, the Airport Authority worked with the Bucher, Willis & Ratliff, the City of Salina and affected property owners such as Tony’s and KSU-Salina to prepare a replat of the entire Schilling Subdivision. From the Airport Authority’s perspective a comprehensive replat was necessary for the following reasons: 1. The original Schilling Subdivision plat was prepared over 30 years ago and had become obsolete. Among the deficiencies in the existing platting arrangement were: a) a lack of identifiable or dedicated right-of-way for some existing streets, b) gaps of unplatted, undescribed property between platted blocks, and c) inadequate utility and drainage easements. 2. The new replatting enabled the Airport Authority and the City to reconstruct and realign six miles of Airport Industrial Center secondary streets. This $4 million project has been completed. 3. The Airport Authority believed the replatting would improve the value and marketability of the Airport Industrial Center property. The improved lot layouts will aid in the continued development and redevelopment and will open up new lots and building sites for economic growth. Schilling Subdivision No. 7 Schilling Subdivision No. 7 was a replat of a subarea located between Magnolia Road on the north and the Builders Choice concrete plant on the south. The subject site covers 32 acres and is bordered by the Mo Pac railroad tracks on the east and Centennial Road on the west. There are 2 other property owners in this area in addition to the Airport Authority, Citywide Self-Storage and Smoky Hill, L.L.C. Under this proposed replat the area was divided into 4 lots comprising a single block. No public or private streets were shown on the plat. The plat identified a 60 ft. private access easement south, east and north of Lot 4. The property the roadway is located on is owned by the Airport Authority but the easement allowed the access road to be used by vehicles from Citywide Self- Storage, Blick’s Fertilizer, Smoky Hill Construction and Builder’s Choice. It essentially serves as a shared private drive. AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 5 AGENDA: DEVELOPMENT SERVICES ITEM CITY PLANNING NO. 1 BY: Page 2 BY: Dean Andrew abutting land owners, private drives are owned exclusively by the underlying land owner, in this case the Airport Authority.Except for this looped private drive, there is restricted access along the remainder of the Centennial Road frontage. Purpose of Petition The owners of Citywide Self-Storage are planning to construct some additional buildings and make other improvements to their site at 2435 Centennial Road. As part of this expansion they would like to construct a new driveway on Centennial Road. Access to this mini-storage complex is currently available through three (3) gates located on the north side of the shared private drive. Citywide Self-Storage believes it would be advantageous to have their own driveway on to Centennial Road. They have filed this petition because with the current restricted access a driveway in this location would not be permitted. The process for requesting a break in access control is the same statutory process used for vacating an easement or alley. Staff Comments / Analysis The rationale for having restricted access on arterial streets is to minimize the number of curb cuts and turning points on those streets to maintain traffic flow and reduce accidents associated with turning movements into and out of individual properties. The City’s policy has been to encourage lots facing arterial streets to obtain access from the nearest available side street where possible. Because Citywide Self-Storage had access from what functions as a side street, access was restricted along the remainder of their frontage in 1998. In this case, the Engineering Department has expressed concern about the proximity of the proposed driveway to the existing access easement (83 ft.) given the speed limit on Centennial Road. Also there is a rather large drainage swale that would have to be crossed by this driveway and the drainage capacity of this channel will need to be maintained. It appears from the plans submitted that the three (3) existing access points into the property will remain in place and that this will provide a fourth entrance point. FISCAL NOTE: There would be no fiscal impact on the City of Salina. The developer’s contractor would be responsible for the cost of constructing the driveway and drainage culvert to city standards. RECOMMENDATION: It is recommended that the City Commission approve the ordinance allowing vacation of the platted restricted access along the west side of Lot Two (2), Block One (1), Schilling Subdivision No. 7 subject to the following condition: 1. Design plans for the driveway approach and culvert and a drainage analysis confirming the drainage capacity of the culvert structure shall be approved by the City Engineer prior to construction of the driveway.
